Why Disneyland can have a tougher time than reopening Walt Disney World

In comparison, the Disneyland Resort consists of two theme parks, three hotels and Downtown Disney. It is a few minutes' walk from the entrance plaza to the Disneyland Hotel at the other end of Downtown Disney. Everything is against everything else. This means that regardless of the limited number of people allowed to enter the Disneyland Resort, when the theme parks open, they will be found in a relatively small geographic area, making social distancing a lot more difficult. For example, in a Disneyland with a capacity of 20% there are fewer people than in a Walt Disney World of the same size, but these people need to be managed even more closely.
